Which Shakespeare play contains a line about "releasing the dogs of war"? My history prof says it's "Richard III", but a classmate said "Julius Caesar". Who is right?

Thankfully he's not the English professor! It's in Julius Caesar:

"Shall in these confines with a monarch's voice
Cry "Havoc!" and let slip the dogs of war,
That this foul deed shall smell above the earth
With carrion men, groaning for burial."
