I believe Elvis Presley would be a contender http://www.rockhall.com/inductee/elvis-presley

Elvis, the artist with the most #1 hits.
Beatles, the group with the most # 1 hits.

    Most Number 1s
This, possibly the most important record, is held by Elvis Presley. He has had 21 chart-toppers, 18 of them different songs (three titles have topped the chart on two distinctly separate chart runs as part of the series of re-issues to commemorate what would have been Elvis' 70th birthday in 2005). You can see how this record has 'changed hands' over the years here.

The Beatles are the top group with 17 number 1s. Madonna is the top woman with 12 (as of March 2006). Top female group is The Spice Girls with 9.

In the UK, the record for most hits (top twenty) goes to Cliff Richard. Like Elvis he has charted in all 6 decades the charts have existed. He has had 120 hits (singles, EP's and albums). His own website states he has sold over 250 million records.

Including all genres of music and charts the answer is George Strait.

"To date, George Strait has had a total of 55 songs to date reach No. 1 on at least one major industry country music chart in the United States." per

I will defer to 1cyprus. Upon further research I found the following:

"His overall certification numbers are third of all musicians, behind Elvis Presley and The Beatles."

It appears, however, that Mr. Strait has the most #1s at 55.
