From the phonetic alphabet for Viet Cong - VC, Victor Charlie - or just Charlie http://www.orlok.com/hair/holding/links/vietinitials.html

Charlie was a generally non-pejorative slang term used by American troops during the Vietnam War as a short-hand term for Vietnamese guerrillas: it was shortened from "Victor Charlie", the radio code designation for Viet Cong, or VC.

In a 14-stage race there were 100 competitors, among them 'Crazy' Charlie. In all 14 stages 'Crazy' charlie finished in the same position: 93rd. However, at the end of the race, 'Crazy' Charlie was declared runner-up in the competition: his accumulated time was less that that of all the other competitors except one, the champion. Bearing in mind the fact that none of the 100 competitors withdrew from the race, how was it possible for 'Crazy' Charlie to finish second if he never even made it into the top 90 competitors?
