Transport Canada recently approved the first 100% electric car. The vehicle, about the size of a Mini Cooper, has a top speed of about 40 km/h and is definitely an urban vehicle. Which is the only province to have legislated this type of vehicle?

I would dispute that this is the 'first 100% electric car', as 100% electric cars have been manufactured since the 1890s. http://earlyelectric.com/carcompanies.html
