Nova Scotia's opposition parties dismissed Premier Rodney MacDonald's cabinet shuffle Tuesday, saying the move is nothing more than a feeble attempt to deflect public criticism over a failed immigration program. Immigrants each paid $130,000 in application fees to move to Nova Scotia and take part in an internship under the nominee program's economic stream, which began in 2002. But the stream was scrapped last year after the province dumped Cornwallis Financial Corp., which collected the fees.
