I thought it was "Sailing" by Christopher Cross.

First, Start Me Up, which was released on August 14, 1981, only reached #2 in the US. In the UK it stalled at #7. So a list of UK number-one hits is meaningless here.

The song that blocked it from #1 was indeed by Christopher Cross, but it wasn't "Sailing", which reached #1 on August 30, 1980.

Instead, according to Fred Bronson's book on Billboard #2 hits, it was Cross's "Arthur's Theme (The Best That You Can Do)", which spent three weeks at #1 in October 1981:
