    Canada took the same stand on emissions at the recent Commonwealth meeting in Kampala, Uganda that it took the G-8 Summit and APEC meetings. Canada refused to meet hard targets on emission controls, stating that, under the guidelines, certain countries are not required to meet the targets. Which other Commonwealth member did not ratify the agreement?

    Australia.

    The Protocol entered into force on February 16, 2005, made the Protocol's emissions targets binding legal commitments for those industrialized countries that ratified it. Australia and the U.S. did not ratify.
