I can't find him with that style of facial hair. He had chin hair when he started being non-clean shaven, and went on to a full set. This side-whiskers and tash with a shaven chin is Victorian in look. Judging by what he is holding, try writers, poets and so on.

Any back-up for that? I've just been through 27 pages of Google images and no sign of those whiskers. The face is structurally Wellsian, however.
The hairline's not right. Unless he was made up for a part, one so obscure we can't find it.

The only reason that I say Wells is because I have seen this picture before. a picture of Wells when he was Narrating/Hosting a TV show in the 1970's?. Before and after each commercial break he would give commentary then the show would roll.
If I remember correctly..... Maybe Masterpiece Theater?

I can't see the name wells anywhere connected to the image - and the man was spelt Welles.
