The base form of this quote ("If not me, who?") is a version of a quote attributed to Rabbi Hillel (d. AD 10) in the Mishnah (a book of Jewish rabbinical sayings).

Avot 1:
"12. Hillel and Shammai received from them.
Hillel says: Be one of the disciples of Aaron, loving peace and pursuing peace, loving the creatures and bringing them close to the Torah.
13. He used to say: He who increases his name, loses his name
And one who does not add, will perish.
And one who does not learn deserves death.
And one who makes use of the crown will perish.
14. He used to say: If I am not for myself, who will be for me?
And when I am for myself, what am I?
And if not now, when?"
However, I don't know who used Hillel's idea for this specific quote.
