Two violinists-composers, one very famous and the other unknown except to specialists, made arrangements of the first movement of Paganini's violin concerto No.1 with his own orchestrations, changing the tempos and creating really new works. The famous one recorded his piece. Do you know who they are?

The famous one would be Fritz Kreisler

"He performed and recorded his own version of the Paganini D major violin concerto-first movement. This version is rescored and in some places reharmonised. The orchestral introduction is completely rewritten in some places. The overall effect is of a late nineteenth century work."

The unknown one might be the Argentinian Alberto Ginastera. Lots of composers had a go at arranging Paganini works.
