Oops. The first source gives a figure of about 9.46 million for Europe as a whole, which presumably includes the UK and much of the Soviet Union.

Approximately 3.2 Million Russian jews would make the new total 13,448,000.

That's is pretty close to what I am finding.
I am finding that a population of between 5,149,500 - 6,200,000 in 1939.

Darn, i keep adding the wrong numbers (sorry, i'm at work and having to type and hide windows very fast.)
9,462,000 is the European Population
3,200,000 is the Russian Population
difference
6,262,000 is the adjusted European Population
that is the final answer, sorry for all the confusion.
