    Provincial premiers have been promised job bailouts by Prime Minister Stephen Harper. Most are unhappy with the offer. What is the string attached?

    The "strings" are the fact that the money is tied to the next federal budget.

    The money for the fund will come from the federal surplus and will be announced as part of the next budget. If opposition parties vote against the budget and trigger an election, the fund will not proceed.

    This is why there is such sharp reaction from the provinces.
