    The incident I am asking for happened well before WW1.

    I'm not sure about the bomb bit, but how about Copenhagen (1807)? The British navy used naval guns and the newly developed Congreve rockets rather than what we think of as bombs. 30% of the city was destroyed and the Danish navy was removed from Napoleon's sphere of influence. http://en.wikipedia.org/wiki/Battle_of_Copenhagen_(1807)
