    There are now over 20,000 licensed vehicles on London's roads.

    According to the official count, London has around 24,000 black cabs -- most of them driven by their owners -- which sounds as if it ought to be enough. But of those, around 6,000 operate through computerized central booking systems, and do not routinely pick up passengers who hail them on the streets.
