I have heard that there are some people who put vegetable oil in their cars to replace diesel oil, as it's cheaper and it makes the car run smoother. Is this legal in the United Kingdom or anywhere in the world for that matter?

In the US you can get away with it:

No. Put this stuff in your tank, and you are most definitely on your own. (You will have other eco-pioneers with you, if that's any solace.)
The EPA has yet to certify vehicles to run on straight vegetable oil. Driving such a vehicle could, in theory, result in some hefty fines — although the feds don't seem disposed to clap anyone in irons just yet.

Funny. In Israel people are encouraged to find ways to run their cars on vegetable oil. Main problem is it doesn't work as well (yet) in hot weather, which Israel gets most of the time. But vegetable oil, if processed properly and used with skill, can be a perfectly good replacement to fossil fuels.

A word of warning to those 'eco-pioneers' who are delighted to run on bio-diesel.Where forest land has been cleared to provide land for growing the crops that are used for bio-diesel, it can take 400 years for the carbon debt to be wiped out. This is when the 'carbon' from the decaying roots, from the fires burning the vegetation, from the continuing vegetation that produces the oil seeds and the transportation and production of the oil are taken into account. Better is to purify used cooking oil - but by the time the cost of filtering (and the cost of time involved), the saving in financial terms is not all that great. It's still way greener than bio-diesel. Source: New Scientist (several different weeks - it's a continuing thing)
