    That's the modern entity known as the Palestinian Authority. Several cities such as Nazareth, Samaria, Tiberias, Caesaria and Beit Shemesh have served as the capitals of their respective regions in Roman Times, during which the entire area between the Jordan River Valley and the Mediterranian were collectively called Palestina (Palestine). For much of the time this area was split into two main provinces of Palestinia Judea in the south and Palestina Gallilea in the north.

    None of Whee's answers refer to today's Palestinian Authority. All of them were capitals in earlier times.

    For example, Gaza City became the capital of Palestine in 1660. And Ramla, indeed, is in today's Israel and should not be confused with Ramallah on the West Bank, which some count as the unofficial 'capital' of the Palestinian Authority.

    Ramla served as the Umayyad and Abbasid capital of the Province of Palestine (Jund Filistin), and the seat of Arab governors of the province in the 8th and 9th centuries.
