    Theodore Roosevelt United States Army Colonel Spanish-American War – only U.S. President to receive the Medal of Honor (awarded posthumously in 2001)

    FDR did not serve, though he was appointed Assistant Secretary of the Navy by Woodrow Wilson in 1913.

    No. Franklin Roosevelt was a politician from the beginning. He was actually the Assistant Secretary of Navy under Woodrow Wilson starting in 1913. He worked with the Navy but was not in the military.
