Probably so she'd fit in Frank Butler's casket: Annie died at the age of 66 on November 3, 1926 at her sister's house in Greenville, Ohio and is buried in Brock Cemetery near Willowdell, Ohio. She died just three weeks before Frank. Her body was cremated and the urn was then placed in Frank's casket which is buried next to Annie's grave marker.

I couldn't find a definite answer, but this was as close as I came to finding an answer...
"What I didn’t learn until later was that Annie Oakley isn’t actually buried in her grave. Her cremated ashes are buried a few yards to the right, in the coffin of her husband Frank Butler, who died three weeks after Annie."
Maybe she wanted to be nearer her husband? I'm not American, but maybe you aren't allowed to bury more then one person in one grave, but having your ashes sprinkled onto someone elses grave is allowed? I don't know! Best answer I could find though. Hope it helps... :)
