There is an election held normally every five years. There is never more than one candidate, but that candidate must secure five out of the nine votes to be elected. If the candidate is not elected, another will be put forward. After the election, the papers are destroyed while the voters watch. No elected candidate can serve two consecutive terms. For what nationally important position is this election held?

Yay! The Yang di-Pertuan Agong is chosen every five years, unless one dies in office, of course, in which case a new one is elected for the next five. In practice, the royal heads of the Malaysian States take it in turn, but a majority of the others is needed before the candidate is approved. This cuts out the chance of getting a drivelling (or dribbling) idiot and a regency. The next in line may be a minor, in which case they are passed over, or may decide they do not want the job, in which case they have to give prior notice to the Keeper of the Seal. Malaysia is a federation of smaller states, and one of them - Negeri Sembilan - is itself a federation of even smaller states and its monarchy is also elective. http://www.cuti.com.my/guide_malaysia.htm and others including Wikipedia (variously)
