    What is used by the President if the Congress is recessed?

    		If a passed bill is sent to the president he has 10 days to sign it. If it is not signed or vetoed it becomes a law. However if Congress adjorns within those 10 days and the bill is not signed it does not become a law. This is known as a pocket veto.
