In the case of the European Union, four Western European countries that have chosen not to join the EU have partly committed to the EU's economy and regulations: Iceland, Liechtenstein and Norway are a part of the single market through the European Economic Area, and Switzerland has similar ties through bilateral treaties.
The relationships of European microstates Andorra, Monaco, San Marino, Liechtenstein and Vatican City can include use of the euro and other co-operation.
(As indicated in your question), in the case of the African Union, the ONLY African state that is not a member is Morocco, which left the AU's predecessor, the Organization of African Unity (OAU), in 1984, when many of the other member states supported the Sahrawi nationalist Polisario Front's Sahrawi Arab Democratic Republic.

The current government of Cuba is excluded from participation in the Organization under a decision adopted by the Eighth Meeting of Consultation in Punta del Este, Uruguay, on 31 January 1962. The vote was passed by 14 in favor, with one against (Cuba) and six abstentions (Argentina, Bolivia, Brazil, Chile, Ecuador, and Mexico).

In addition to the non-EU members mentioned by BRY2K, there are of course Belarus, Ukraine, Moldova, Croatia, Bosnia, Serbia, Montenegro, Macedonia and Albania, plus Russia and Turkey (which are both European and Asian nations).
