No, I am asking about a person who ruled more than 300 years earlier.

Samo
Samo was a Frankish merchant from the "Senonian country". He established himself as a ruler of the Wends, establishing a supra-tribal union usually called Samo's empire, realm, kingdom, or tribal union. He is the first ruler over a Slavic polity known by name.
Ultimately, Samo can be credited with forging a Wendish identity by speaking on behalf of the community which recognised his authority.

The answer is correct.
However, I must correct myself: The term 'country' or 'state' is not precise. As BRY2K says, a 'tribal union' is more correct. (See also this ref. in German)

Some more information here (although this Wiki article also wrongly uses the term 'state'):
Quote:
The first Slavic states known from written sources inhabited by West Slavs were the Empire of Samo (623 - 658), the Principality of Moravia (8th c. - 833), the Principality of Nitra (8th c. - 833) and Great Moravia (833 - c. 907).
