Specifically, he is working on a Kryptonite antidote in the lab that Superboy built him. The means to said antidote was the combination of the Kryptonite that Luthor had earlier saved Superboy from with a specimen of an artificial life form that Luthor had created. In his ecstasy over creating the antidote, Luthor knocked over a Bunsen burner, setting the lab ablaze. Superboy blew out the flames, but the fumes caused Luthor's alopecia, and the errant super-breath destroyed the artificial life form, the Kryptonite antidote, and all the notes pertaining thereto. Thus, Luthor was quite upset with Superman throughout the Silver Age of Comics.
