I believe Richard Strauss also fits the bill - some of his orchestral works call for the greatest number of players ever in a symphony orchestra.

Yes sir, Richard Strauss. Try his string quartet
and his violin sonata and concerto. Very fine works IMO

I know the violin concerto very well - all the Strauss concerti really (including the Burlesque for piano and orchestra).
