When a car is deemed "the fastest road car in the world", does this mean in a straight line, or at a test track, or what?

top speeds can only be measured in controlled settings, like test tracks or salt flats. This is also to make sure that the top speeds are comparable.
The term "road car" only means that the car is fit to be used in normal road traffic. It has all the things required by law, like indicators, wipers etc, things that formula 1 cars don't have.
