No. Mouth wash products kill bacteria plaque that cause bad breath, but does not stop the bacteria from returning, or eliminate the need for continual brushing or cleaning the mouth.

Inasmuch as bad breath is not an illness, no. It is rather a symptom of the presence of odorous bacteria which can themselves be cleaned up (but not completely eliminated), and these bacteria are also not a disease (though sometimes some species of them cause gum disease and the like).

If the bad breath is caused locally in the mouth, as Arpy says, mouthwash can relieve the problem temporarily. However, if it is due to trench mouth, antibiotic treatment may be necessary. http://www.bbc.co.uk/health/conditions/trenchmouth1.shtml
If the problem comes from futher down, then the answer is no. If mouthwash doesn't conceal the bad breath for more than a few minutes, it might be an idea to first check that your oral hygiene is up to scratch, then seriously think about seeking medical advice. Bad breath can be (but not necessarily IS) a symptom of lung disease, kidney problems, uncontrolled diabetes, hiatus hernia and others. It can be caused by certain foods as well, but you should be able to associate the occurrence of the bad breath with having certain meals. http://www.mayoclinic.com/health/bad-breath/DS00025/DSECTION=2
