Oldest as in the age of the character must surely be C. Montgomery Burns, whose age fluctuates from just over 80 to over 120, although there are references to his being older (ie place of birth given as Pangea).

In the first ever episode of The Simpsons (Simpsons Roasting on an Open Fire), the following characters definitely appear: Mr Burns, Granpa, Patty and Selma, Ned Flanders and Tod Flanders, so they would fit the bill for oldest regular characters in the sense of appearing on the show.

This is based on the Simpsons shown as a separate entity, not from their beginning on the Tracy Ulman show.
