It does not appear as though one's religion is a factor.
Lots of tours -- $$$ seems to be the only requirement:
NO-WAIT ROME AND VATICAN IN A DAY TOUR! A truly memorable eight hours by private car, and on foot with private guide, to see spectacular Rome and Vatican City sights. No Wait Admission to Sistine Chapel, Vatican Museum and St. Peter's Basilica. Time for lunch. 1 person - Euro 400, 2 people - Euro 220 each, 3 people - Euro 160 each, 4 people - Euro 140 each.

author -- Your reference merely states:
Missionaries are not allowed in the Vatican TO DO MISSIONARY WORK.
Massimo Franceschini, an Italian convert to the Church of Jesus Christ states: When the missionaries want to do a "Mostra stradale" which means "to show something on the street", they need to have the permit from the police, which takes two or three days to obtain. I know this because usually the missionaries came to me to help them obtain the permits. When you obtain the permit, you have some strict rules to obey. Basically, the missionaries can set up a table, can have posters, can talk to the people, but only if they are willing to do so, don't disturb the peace, don't offend anyone, don't offend, etc.
