    Why was Czechoslovakia turned into a federation in 1969?

    In 1968, in response to a brief period of liberalization, five Eastern Bloc countries invaded Czechoslovakia. In 1969, Czechoslovakia was turned into a federation of the Czech Socialist Republic and Slovak Socialist Republic. Under the federation, social and economic inequities between the Czech and Slovak halves of the state were largely eliminated. A number of ministries, such as Education, were formally transferred to the two republics. However, the centralized political control by the Communist Party severely limited the effects of federalization.

    In the early 1960s the country suffered an economic recession. Antonin Novotny, the president of Czechoslovakia, was forced to make liberal concessions and in 1965 he introduced a programme of decentralization. The main feature of the new system was that individual companies would have more freedom to decide on prices and wages.
    In January 1968 the Czechoslovak Party Central Committee passed a vote of no confidence in Antonin Novotny and he was replaced by Alexander Dubcek as party secretary.
    During what became known as the Prague Spring, Dubcek announced a series of reforms. This included the abolition of censorship and the right of citizens to criticize the government. Newspapers began publishing revelations about corruption in high places.
    On 21st August, 1968, Czechoslovakia was invaded by members of the Warsaw Pact countries. In order to avoid bloodshed, the Czech government ordered its armed forces not to resist the invasion. Alexander Dubcek and Ludvik Svoboda were taken to Moscow and soon afterwards they announced that after "free comradely discussion" that Czechoslovakia would be abandoning its reform programme.
    Over the next few years Husak purged the government of Dubcek supporters and re-established Communist Party discipline. He also introduced moderate reforms and a new federalist constitution.

    Constitutional Law of Federation (Czech: Ústavní zákon o československé federaci) was a constitutional law in Czechoslovakia adopted on 27 October 1968 and in force from 1969 – 1992, by which the unitary Czechoslovak state was turned into a federation.

    The promulgation of the Constitutional Law of Federation amended fifty-eight articles of the 1960 Constitution of Czechoslovakia concerning the structure of government. The reform concerned Slovak autonomy; the concentration of governmental authority in Prague was a source of discontent within Slovakia throughout the 1960s, and the federalization of the Czechoslovak government codified in the 1968 constitutional amendments was virtually the only product of the reform movement associated with the Prague Spring to survive. The Czechoslovak state was declared to be composed of "two equal fraternal nations," the Czech Socialist Republic and the Slovak Socialist Republic, each with its own national administration paralleling and, at least in theory, equal in status to the federal government. Dual citizenship was established, and many of the former functions of the central government were instead placed under the jurisdiction of the two national governments.
