No, she is simply the mother of a king or queen.
Queen mother is a title or position reserved for a widowed queen consort (a queen dowager) whose son or daughter from that marriage is the reigning monarch. The term has been used in England since at least 1577. The title arises in nations governed by a royal (inherited) monarchy, commonly in Europe, but also mentioned even in the Bible, as in 1 Kings 15:13.
A queen as bride of the king has a royal position of great importance, but does not normally have any rights to succeed him to rule as monarch after the king's death.
