I found the advice on this site informative. It foucuses on the medical care of newborn puppies and also gives a potential answer to your question. (see third paragraph below)

"It is very important that the puppies are still nursing until they receive their first set of puppy shots. This comes at six weeks old. Before this shot, their immune system is coming directly from the nursing momma dog. She will however be letting them nurse less at about three to four weeks, when they begin to get their little new teeth. At this time they would need to be feed a soft puppy food and more water.

After the first set of shots, it would be ideal that they continue to stay in the pack for another week. This will give the shot enough time to become a part of their immune system. Puppy shots are extremely important and should be done properly and at the correct intervals. Puppy disease is deadly and these shots protect them.

This would make the puppy seven weeks old and it would be okay to separate them. If you cannot find appropriate homes, they will be okay to stay in the pack, however socialization would need to be done. Each puppy needs to meet other humans and animals early on to be correctly socialized. This socialization is what will help them in their life with humans, instead of becoming shy and fearful, they will be happy, well adjusted companions".
