The northernmost city of the world with a population of more than 100,000 people is Murmansk, Russia.
It is the largest city north of the Arctic Circle with a population of 336,137 (taken in 2002).

I find it odd that Wikipedia did not list (nor did any answer here), for the record, just how far north Norlisk is. The answer is that it is at 69 degrees, 20 minutes North (and 88 degrees, 12 minutes East), which means it is substantially further north than the Arctic Circle. (This is according to Google Earth.)
