Destroyed in a great conflagration, this house of worship was rebuilt by a "bird" not at all related to the phoenix. Burned a second time in a global conflict, its rubble was salvaged, transported a great distance and built yet again as a memorial to a great man and one of his strongest speeches. The Winston Churchill Memorial and Library in the United States is located on the campus of Westminster College in Fulton, Missouri, the site of Churchill's famous "Iron Curtain" speech. It is housed within the Church of St. Mary the Virgin, Aldermanbury, a 12th century church from the middle of London, redesigned by Sir Christopher Wren in 1677 after the Great Fire, it was relocated to Fulton after being bombed in World War II.

The Winston Churchill Memorial and Library in Fulton, Missouri ?
This memorial was built to honor Churchill and one of his greatest speeches, the so-called Iron Curtain speech.
It is built mainly of the remains of the Church of St. Mary the Virgin Aldermanbury.
The above 16th century London church was burned during the Great Fire and rebuilt by Sir Christopher Wren ( " bird " ).
It was destroyed again in 1940.
The remaining stones were sold and transported to Missouri to build the Churchill memorial.
Or I could be completely off-track, as I am being thrown by the " androgynous " part. Could " Aldermanbury " be considered androgynous ?

Yes, exactly!
M-i-m-O got it first, and the "rather androgynous" part is the fact the name juxtaposes the female Mary with a male alderman. "Strong" refers to "Sinews [of Peace"].
