Is the official language for Wikipedia English or American English?

Wikipedia says about itself: "Wikipedia is a free, multilingual, open content encyclopedia project operated by the United States-based non-profit Wikimedia Foundation."
The fact that it's United States based would mean that the official language is almost certainly American English, but that really only applies to the main pages - since it's Wikipedia, the language of the articles is going to be whatever language (or dialect) the authors use.

Note this near the top of the talk page of the Wikipedia article on Winston Churchill:
"This article uses British English dialect and spelling. Some terms that are used in it differ from, or are not used in, American English. For more information, see American and British English differences. According to the relevant style guide, this should not be changed without broad consensus."
