In the United States, how many times may a person be elected President, and why in some countries does the President have more power than the Prime Minister?

A President is elected personally by the voters, holds office in his own right and so can make decisions on his own. A Prime Minister, though, holds office by virtue of being the leader of the party gaining most votes in an election and is not elected to the office, as is the President. In fact, a political party has been known to force a leadership vote which, if successful, would mean the PM standing down in favour of the new leader. Also, the PM has to choose his Cabinet from elected members of parliament and in times of peace they are always from his own political party. A President is free to choose anyone he likes.

The President of the USA is elected for a four year term and is limited to two terms in office.
