    Qp is right!

    However, Nick got most of the links right. Pronation and supination of the forearm is the twisting motion of that limb towards and away from the body and with the same (ipsilateral) hand kept face up (anatomical position), it produces a waving motion, a "queenly" wave at that. Pete was probably watching the Queen at her balcony waving to the great masses.
