    Is it illegal to "spit" on public property?

    I didn't realize it was 'most places', and I'd still question that, myself, but according to Jeff Ventura of the Columbia University News service...

    In most places in the United States, spitting in public is considered a minor crime. In Battle Creek, Mich., it is a disorderly conduct offense. In Prescott Valley, Ariz., spitting on sidewalks or in public buildings could bring a $500 fine. "Expectorating on a public surface" in Virginia is a violation of state law. And in New York City, letting phlegm fly is a quality-of-life crime that is rarely enforced, the police say, unless the offender is caught in the subway.

    In the United States many local ordinances have a law on the books making spitting in public an offence.

    Well, I don't know if it's law in the southern states of the U.S., but if it were, we'd all be in jail somewhere. There wouldn't be anyone left to spit in public!

    Spitting (nasty or not) in public and spitting on public property are two separate actions, with fairly separate repercussions. In the majority of the real world, one aspect of the action is viewed as necessary, but another aspect can define it a breach of justice.
