Anything that gives a sense of the place is acceptable, just make sure that it is accessible for players. Quizzes that are too obscure, while they may rate highly when taken by interested players when they first go online, tend to have their ranking plummet when the Bus visits - players who don't get their 5 right so they can score the country tend to rate viciously.

The link in the header goes to a list of the current quizzes, which was last changed in April 2012. As I have noted before, something showing red there may or may not be in need of having a new quiz. Some of them have replacements ready to go, some are only red because they are old, but they are excellent and popular quizzes. That is why the list of countries in the header is there - you can see which countries have only the current quiz as a suitable one, so if you write a quiz for that country and it achieves a reasonable ranking (I'd love to have them all with sunnies, but am content to recommend anything in the top 50,000) yours will definitely be used. If you write for any other country, your quiz will need to beat the two that are already there.
The list in the header gets updated to remove quizzes when new ones that will be used have been ranked. I'm at work right now, so cannot look up my spreadsheet to see what countries have candidates that have not yet been ranked. I know one of them is Barbados, there may be more. Russia? They would have been mentioned by their authors on this thread within the last few pages.
I will be asking Terry to make a new rotation sometime soon - I am just waiting to see how the newest quizzes do when they get ranked before sending him the list of new ones to swap in. When I do that, I will post in this thread, so everyone will know that future submissions will not be used until the next rotation, which will be at least six months away (although they will be included and can count for Pangalactic).

The latest batch of quizzes have been rotated in, so the link in the header now shows the quizzes more realistically than when we had nearly 30 of them ready to be replaced. The higher they are on that list, the easier it will be to write a quiz that outranks them. Kyle has updated the list of countries with no suitable second quiz - they're even easier to get a quiz that will be included as a rotation reserve, since they only need to be in roughly the top 50,000 or so. Of course, sunnies would be better, and it would be fantastic to see some double- or triple-digit rankings for these poor neglected countries. Bus Ride quizzes cont for the Pangalactic challenge, too. :)

Both lists are useful. The list in the header tells you which countries only have one quiz, the one currently in use. We want a second one for each country. The list in the link shows you the ones currently being used. Terry has set up code to make them show red if their rating is outside the top 25,000, or if they were written more than a few years ago. I wouldn't pay too much attention to those red tags, as the current quizzes are pretty good.
Your goal is to write a quiz to replace the current one, either immediately or later on through the rotation process. If your quiz ranks better than the current one, it will be added at the next rotation. If there is a second quiz already available, you need to beat its ranking to be included as the rotation quiz.
I watch all quizzes that come online, and note any that might be candidates for inclusion. When they get ranked, I can then decide whether they go on the list for the next rotation, or the reserves list, or aren't going to be used at this time.
You don't actually have to choose from any list, they are just provided as guidance to help you write a quiz that is more likely to be included than if you choose a country that already has a number of excellent quizzes. Since the writing of the amazing Race last year, that would include Bhutan, which was the beneficiary of some excellent quizzes during one of the early challenges.
