Not the ACT; I was born in the first quarter of 20th century.
(Great pick up on a clue, Mike. Keep travelling.)

One of our external territories?

Creedy, not an external territory, something that's external TO a territory.

I'm intrigued by this 'clue'! At the risk of deviating into the absurd, was this person born in transit to somewhere (e.g. on a ship)?

That's what I was wondering, Mike

Geography is not my strong suit; but external to could be island (I think.)

I AM working on this (on holidays at the moment while the kids are too). Cocos-Keeling Islands are out as they didn't come under Australian control until 1955. Similarly Christmas Island was placed under Oz jurisdiction in 1957. This then suggests Norfolk Island! It became part of Australia during Federation in 1901.
Am I on the right track here?

Looking at islands is certainly on the right track but it's not one of those you've mentioned.
I'm surprised that people are coming at this from my birth rather than my achievements. However, either way will find me.

Or perhaps it was Papua New Guinea - which was under Australian control until independence in 1975?

Sorry for the focus on the birthplace, Tobyone - it's just a pleasant new angle to this game!
OK, so was this person a famous sportsman?

Was it Errol Flynn? He was born in Tassie in 1909, the naughty man.

Even if you're wrong Jakeroo, that's a great guess!

None of those mentioned, although they're all great guesses. Jakeroo has the Territory but not the island or person.
Creedy has my profession - I am a scientist.
(Mike, I thought I should be apologising for creating a diversion; sometimes my fingers fairly run away with themselves.)
