Not California (although the story could have taken place there just as easily), but one fairly close-by.
And yes, the author is still alive. He is in his 70's now.
Two of his other books (not related to this one in any way) were also made into movies (although most folks probably haven't heard of them either LOL)

However, "Another Roadside Attraction" is a pretty darn good guess as it was certainly a "cult" novel of the time and also quite funny (depending on how you like your religion delivered lol). It was set in Washington, so we need to move quite a bit south and a bit east for the right state.

No, the state is not in the title.
No, it was written in the 70's. The movie came out in the late 80's.
The (serious, in an otherwise "fighting windmills" type of funny) main "issue" (in my opinion) revolves around what most people in civilised nations think of as a "given" .

That was fun - I found lots of ideas to add to my reading list while I was looking for clues. The Monkey Wrench Gang was one intriguing cul de sac. Thanks Jakeroo.
This is a comic novel.
Female author - still living.
Originally serialized in a newspaper before being issued as a book.
Later made into a movie.
