Jolana, the ? is suggesting that the 'whole' clue doesn't necessarily relate directly to the answer. Or perhaps asking if the answer could be described thus.

Jolana, the wikipedia entry for crosswords explains: "A question mark at the end of clue usually signals that the clue/answer combination involves some sort of pun or wordplay, e.g., "Grateful?" = ASHES (since a grate might be full of them).

Yes, the question mark is saying that it's a bit of a joke - a bit of humour - some crosswords do that. & Bloomers is a bit cheeky/funny. I woudn't have got that answer though.
