On June 26th, the United States announced it would send two regiments of infantry under Brigadier General Adna Chafee, veteran of the American Civil War and the Spanish American War to help out. 100,000 Chinese surrendered to allied troops in Tientsin. On July 14th, the allies won at Tientsin, and U.S. Secretary of State John Hay reasserted the open door policy.

It was decided that all waterways going into Alaska except for the Portland Channel, would be United States property. The Portland Channel would be Canada's.
