Let me try to say this right. It means that what you can see at 20 feet someone else with 20/20 vision can see at 30 feet.

Would that be the temperature needed for water to start condensing as dew?

13 Total internal carrying capacity of a vessel expressed in measurement tons (one measurement ton = 100 cu. ft.). therefore the ship can carry up to 20000 measurement tons or 2000000 cu. ft
14- only guessing here but the definition of specific heat is:

the amount of heat necessary to move 1.00 gram of a substance 1.00 °C measured in Joules. So the answer I think is- 0.5 joules of heat required to move 1 gram of substance 1 degree C
15 200 cholesterol level is considered borderline- not sure if that's what is required

28- A fuel's "octane" rating is found by comparing it's knock characteristics with various mixtures of n-heptane and Isooctane. For example, a "octane" rating of 93 means that the fuel being tested, under standard conditions and running in a standard engine, performs the same as a mixture that is 93 parts Isooctane, and eight parts n-heptane. Numbers higher than 100 simply specify the potential to perform better that pure Isooctane. It is an anti-knock rating.
