I understand the need for interesting info. But why are there many quizzes that have none but all the quizzes I submit always require it?

Back in the earliest days of the website, interesting info wasn't required. Later on, the requirement was phased in slowly -- for example, some categories required interesting info for, say, half the questions, but not for the other half.

As time has gone on, our standards have gotten higher and the quality of our quizzes has improved -- so many quizzes that went online without a problem in 2000 would be rejected if they were submitted the same way today. They're grandfathered in, now, since they did meet our standards when they first went online -- but nowadays we expect more!

How likely is it that the number of questions requiring interesting information will decrease based on an author's previous quizzes?

For example, 1/2 the questions require interesting information if:
1) you already have a quiz in that category
2) your current quiz doesn't have too many errors
3) you have at least 'x' number of quizzes on-line in any category

Is something along those lines likely to happen?

I'm not an editor, but I don't think that's bound to happen. The reason quizzes have interesting info is to make the quiz, well... interesting. Interesting info increases the quality of your quiz, and quite frankly, everyone should want it.

Interesting info is required regardless of who is writing the quiz, experienced author or not. Every category except Brain Teasers now requires interesting info for all questions

We've always gone in the direction of more - not less - interesting info for all quizzes.

I believe Terry's said in the past that it's the interesting info that makes our site unique. Given that, I doubt we'll ever go back to requiring less interesting info.
