"St. Pauls" sounds like a good alternative to my "Chester", Makoto. :-)
I don't know where St. Pauls is, though, but well, I'm no Brit. :-)

I rather thought of che(st)er, but it is probably wrong.

There seem to be 16 letters in "tinpower steamers" but we're asked for a 15-letter word. Is there a letter too many in the anagram, or are we looking for a 16-letter town?

I thought of ford, because I remembered a sculpture by Austrian artist Erwin Wurm called "Fat Car", and the car was a Ford Escort. :-)

Stafford is a good idea, though.
