The subject title is self-explanatory. I've written a quiz on constitutional amendments and I've got a question on the 22nd Amendment but not entirely sure if it's time dependant-free. I've written the question as follows:

Ratified in February 1951, the Twenty-Second Amendment limits how many times a President may be elected. What was the maximum amount of years a President could serve when the provisions of the amendment became effective in January 1953?

No, it's fine. It's written so that changes in the future don't make any difference to the answer - you're not asking what the rule is "now", but what the rule became in 1953. It's also not "date stamped" because the dates used are linked to the passing of amendments, not to the date you happened to write the quiz.
