Yes, they do have two different meanings: compliment - an expression of esteem, respect, affection, or admiration; especially: an admiring remark complement - something that fills up, completes, or makes perfect

This is the last song on the album, even after "Goodbye," something that seems odd to me. Another interesting tidbit is that when I went to see Rufio and Relient K in concert, the opening band for them was called Over It. Quite the coincidence.
