Answer: table

It is a short enough dog (from 13-16 inches) that the judges usually use a table to check the dog's structure.

Answer: 13 to 16 inches

The sheltie is one of the smaller herding breed, only being taller than a couple breeds, such as the corgi.
3. How many different classes are there per sex?

Answer: 8 each

They are: 6 to 9 months, 9 to 12 months, 12 to 18 months, American Bred, Novice, Bred by Exhibitor, Open Sable and White, and AOAC which is Any Other Allowed Color.

Sable and white, white (color-headed white and homozygous), tri (which is black, tan and white), bi black, bi blue (merle), blue merle, and sable merle.

The white sheltie can be shown, but it will not win as they are severely penalized.

Yes, they can be, although it detracts from the expression of the sheltie. The appropriate ears are tipped, about one third of the ear is tipped.

Yes, they can. Although a rare color, and an unwanted color (because of the breeding behind it, which is generally a blue merle to a tri-factored sable), the sable-merle can be shown in the breed ring. They are usually shown (and registered) as sable or sable and whites.
7. Is there a weight restriction?

Answer: No

No, but a more slender dog will usually carry itself better, so a fat sheltie (I own one!) won't move as gracefully (usually).
8. Are there different types of coats?

Answer: Yes

There are at least two types. One type is a shorter, plusher (softer) coat that is sometimes {wavy;} the other is a longer, harsher coat. The former is the more ideal coat type. When shown with the shorter coat, the dog will be penalized.
9. Is the sheltie literally a collie in miniature?

Answer: No

They have more 'stop' on their head, a fuller but shorter muzzle, and shorter legs. Also, their heads are more proportionate to their bodies. (Sheltie Talk) On the AKC website, the sheltie/collie is compared to a Shetland pony/regular sized horse.
10. How long should their tail bones be?

Answer: To the top of their hocks.
