In 1990 Congress passed the Television Decoder Circuitry Act. Marlee Matlin was very instrumental in getting this Act passed. Closed captioning are similar to subtitles, but even better because not only does it show what people are saying it also shows sound effects such as "Jake laughs" or "gunshot".

This allows people who are deaf to "hear" a show or movie. Closed captioning is also a good way for hearing children to learn how to read since they can see the words as the person is speaking. I also find, as a hearing person, that it is great for words in a show or movie that are hard to understand, or are spoken too softly.
