Answer: false

Although 7h4c5c2h3s and 4d3d7d2d5d are both 23457 hands, 4d3d7d2d5d is also a flush and therefore disqualified from being low because it is a high hand. In Deuce to Seven games the hands are usually called by the top two highest cards so in this case the 7h4c5c2h3s would be called 5-7 nut low. The 9s2c8d5h4h would be a 8-9 low and actually a pretty strong hand.
